When is this licence required?

You will require this licence if you intend to operate as a bookmaker. Licences are available for individuals, partnerships and bodies corporate.

A bookmaker provides wagering (betting) services to the general public at race courses or sporting grounds. In order to conduct the activities of a bookmaker at a specific racing course or sporting ground, you must also have received permission from the authority that controls the course or grounds.

What are the eligibility requirements for this licence?

This licence is available to individuals, partnerships and bodies corporate. To be eligible for this licence as an individual, you must:

  • be 18 years of age or over
  • not be bankrupt
  • have knowledge of the business of bookmaking and the legal obligations of bookmakers
  • not be a member of a partnership or occupy a position of authority within a body corporate that already holds a Bookmaker's Licence
  • be considered a fit and proper person to hold the licence.

To be eligible for this licence, a body corporate must provide evidence that:

  • it has a place of business or carries on business within Western Australia;
  • at least one of its directors has knowledge of the business of bookmaking and the legal obligations of bookmakers
  • no person holding a position of authority within the body corporate already holds a Bookmaker's Licence, is a member of a partnership which holds a Bookmaker's Licence, or holds a position of authority in another body corporate which holds a Bookmaker's Licence
  • no person holding a position of authority within the body corporate is under 18 years of age
  • no person holding a position of authority within the body corporate is bankrupt.

Additionally, every person who is to hold a position of authority within a body corporate which holds a Bookmaker's Licence must receive approval from the Agency prior to their appointment.

To be eligible for this licence, a partnership must provide evidence that:

  • none of its members are under 18 years of age
  • none of its members are bankrupt
  • none of its members already holds a Bookmaker's Licence, is a member of a partnership which holds a Bookmaker's Licence, or holds a position of authority in a body corporate which holds a Bookmaker's Licence
  • at least one of its members has knowledge of the business of bookmaking and the legal obligations of bookmakers
  • each of its members is a fit and proper person to hold the licence.

All applicants for this licence must also:

  • provide any documentation required by the Agency
  • submit the required form
  • pay the required fees.

Licence If your total turnover is: Up to $250,000: $389;Between $250,000 and $1,000,000: $793; Greater than $1,000,000: $1,190.
